Mr. Stephen Lam served in the Hong Kong Government for 34 years from 1978 to 2012. For the final ten years, he was a Minister of the Hong Kong Government. As Chief Secretary for Administration in 2011 to 2012, he was the deputy head of the government. Prior to this, he was Secretary for Constitutional and Mainland Affairs. In this portfolio, from 2002 to 2011, he covered election reforms, human rights, relations with Mainland China and with Taiwan. After retiring from the Hong Kong Government in June 2012, Mr. Lam read theology at Wycliffe Hall, University of Oxford, and the Oxford Centre for Christian Apologetics. He graduated with the Certificate in Theological and Pastoral Studies in June 2013. Since 2014, Mr. Lam has been invited by the Ravi Zacharias International Ministries to join their Asia-Pacific Team as an Adjunct Speaker. Currently, Mr. Lam undertakes speaking engagements regularly among churches, schools and other institutions, both in Hong Kong and overseas. On the basis of his public service experience, from time to time, Mr. Lam also speaks on issues of leadership and governance. In 1986, Mr. Lam qualified as a Barrister at Gray's Inn, England. In 1978, he graduated with a Bachelor of Social Sciences degree from University of Hong Kong.
